Geographic Scope

The Center focuses on Palestinian society, institutions, markets, programs, and related issues. A study may cover the West Bank, Gaza Strip, Jerusalem, or other Palestinian communities, individually or in combination, depending on design and access.

A poll is not described as nationally representative merely because it concerns a Palestinian issue. Reports must identify included and excluded areas, the study population, sampling frame, implementation period, and constraints affecting access or representation.

The Center may conduct or support research in other countries when it concerns Palestinians, a comparative or regional question, a related program, or a commissioner’s market or population of interest. This remains subject to local capacity and legal, ethical, and security requirements.

• Sampling frames may be affected by population movement, housing loss, and disrupted communications.
• A data-collection mode may be replaced by another, with the effect documented.
• Areas may be temporarily excluded for safety or access reasons.
• Exclusions must not be hidden or treated as immaterial where they affect interpretation.

Geography may refer to residence, location at interview, sampling origin, service area, market, or institution. The report identifies the unit used so a finding is not interpreted at a different level.

A study may include refugees, diaspora communities, or Palestinians in other countries where they are expressly part of the study population. Such groups are not combined with residents of the West Bank, Gaza Strip, or Jerusalem unless design and analysis explain differences and comparability.

• Verify eligibility and location without collecting excessive detail.
• Assess digital and telephone coverage and unequal access.
• Prevent duplicate participation through proportionate controls.
• Protect privacy in homes or displacement settings.
• Document the effect of interruption or weak connectivity on response.

Palestine

A geographic or thematic term requiring an operational definition of included areas.

West Bank

The report should state whether East Jerusalem or inaccessible areas are included.

Gaza Strip

Access, displacement, and connectivity conditions affecting the frame or collection should be stated.

Palestinians

Eligibility and residence or affiliation criteria used in the study should be defined.

National study

The description is used only where design and coverage clearly support it.

If effective geographic coverage changes during fieldwork, the decision, timing, reason, and effect on weighting, comparison, and inference are documented and disclosed in the report or methodology appendix.
