Primary scope
The Center focuses on Palestinian society, institutions, markets, programs, and related issues. A study may cover the West Bank, Gaza Strip, Jerusalem, or other Palestinian communities, individually or in combination, depending on design and access.
Coverage is not automatic
A poll is not described as nationally representative merely because it concerns a Palestinian issue. Reports must identify included and excluded areas, the study population, sampling frame, implementation period, and constraints affecting access or representation.
Work outside Palestine
The Center may conduct or support research in other countries when it concerns Palestinians, a comparative or regional question, a related program, or a commissioner’s market or population of interest. This remains subject to local capacity and legal, ethical, and security requirements.
Conflict, closure, and displacement
- Access can change rapidly by area.
- Sampling frames may be affected by population movement, housing loss, and disrupted communications.
- A data-collection mode may be replaced by another, with the effect documented.
- Areas may be temporarily excluded for safety or access reasons.
- Exclusions must not be hidden or treated as immaterial where they affect interpretation.

- Definition of the target population.
- Residence or interview location where relevant.
- Geographic weighting or adjustment.
- Limits to geographic comparison.
