Purpose and scope
This Policy covers reports, polls, briefs, articles, tables, charts, maps, photographs, audio, video, presentations, instruments, data, dashboards, training materials, Website pages, and visual identity. Material-specific conditions may prevail.
Rights ownership
Rights may belong to the Center, commissioner, funder, author, photographer, designer, data provider, another publisher, or multiple parties. Users should review the material page, rights notice, license, and agreement. Website presence does not establish exclusive Center ownership.
General notice
General use
- Share the official link.
- Download a public copy.
- Quote limited portions.
- Use in teaching and research.
- Refer to findings in media.
- Recreate a chart from published data.
- Include selected findings in a report or presentation.
- Discuss or criticize.
Conditions
- Credit the source.
- Preserve meaning, context, and limitations.
- Use the latest version.
- Identify correction or withdrawal.
- Do not imply Center approval.
- Respect third-party rights.
Attribution
Attribution includes Center, title, author where applicable, date, version, link, and dataset title where used.
Quotation
Limited quotation may support research, education, criticism, media, analysis, and policy discussion. Verbatim text is identified, context preserved, and separate excerpts are not combined to fabricate a position. Long or complete republication may require permission.
Summary and paraphrase
Summary is allowed with attribution, separation of Center content from user analysis, and no transformation of probability into certainty, unsupported generalization, or question distortion.
Full republication
Permission is ordinarily required for complete Website republication, books or journals, sale, full translation, material adaptation, paywalls, commercial databases, or publication under another identity. Permission may define scope, language, duration, platform, format, attribution, and fees.
Tables
- Credit source and retain title.
- Preserve denominator and necessary notes.
- Identify data period.
- Do not remove categories misleadingly.
- Do not change values.
- Disclose reordering or reformatting.
Charts
Recreation is subject to rights and must preserve data, scale, categories, and notes, identify user design and interpretation, and avoid applying the Center logo to modified graphics.
Design modification
Color, font, layout, size, or chart type may change only where meaning, uncertainty, categories, and source visibility remain intact and the new graphic is not presented as official.
Photographs and people
Image rights may belong to the Center, photographer, agency, or partner. Reuse is not assumed. An identifiable person’s image may not be moved into a stigmatizing, political, sensitive, or unsafe context or used to imply support.
Maps
- Credit map and data sources.
- Retain geographic notes.
- Avoid misleading relabeling.
- State that boundaries or names do not necessarily express a political position.
- Review layer rights.
- Do not expose sensitive locations.
Research instruments
Questionnaires may be released for learning, review, reproducibility, and comparison. Users may not remove attribution, claim original authorship, apply the Center logo, imply Center sponsorship, assume universal suitability, or resell within a closed product. Commissioner or provider rights may apply.
Published questions
- Preserve wording, option order, and reference period.
- Preserve interviewer instructions, routing, and language.
- Credit the source.
- Identify modifications.
- Do not attribute modified-question findings to a Center poll.
Datasets
Use is governed by access, terms, agreements, commissioner rights, and participant protection. Download does not automatically authorize redistribution, reidentification, AI training, linkage, commercial exploitation, or public-platform upload.
Derived outputs
Tables, indicators, charts, analysis, and code may be publishable without redistribution of raw files. Other users should be directed to the official data page.
Software and code
Code may use open, specific, restricted, joint, or no-reuse terms. Data-use rights do not automatically include software, templates, or tools.
Presentations and training
Limited slides may be used with attribution and context; modified slides should not carry the logo. Resale, rebranding, full distribution, paid-course conversion, or material translation may require permission.
Educational use
Excerpts, tables, and charts may normally be used in lectures, assignments, theses, workshops, and noncommercial training with attribution. Full textbook or paid-platform inclusion may require permission.
Media use
- Identify study and fieldwork dates.
- Define target population.
- Use the latest version.
- Do not present polling as certain prediction.
- Retain limitations.
- Do not use the logo as an editorial endorsement mark.
Commercial and advertising use
Public findings may be cited in an advisory report, but permission may be required for sale, paid databases, advertising, products, instruments, full reports, logos, or restricted data. Material may not imply that the Center recommends a product, company, campaign, or service.
Name, logo, and identity
- The name may identify the source.
- Do not use it in a product, event, advertisement, domain, or account implying affiliation.
- Logo use requires permission except inside an unmodified original publication.
- Do not alter, crop, recolor, combine, merchandise, or campaign with it.
- Data reuse does not authorize copying visual identity.
Translations
Full translation ordinarily requires permission. Unofficial excerpts or summaries identify translation status, source, original language, and link and do not attribute translation errors to the Center.
Adaptations
Abridgement, reorganization, combination, slides, chart redesign, summary, translation, video, course, or derivative tool is identified as adapted, with author, material changes, and lack of Center approval unless approval was actually provided.
Preservation of meaning
- Do not remove findings from context.
- Do not conceal question or denominator.
- Do not exclude categories to strengthen a claim.
- Do not combine noncomparable waves.
- Do not remove limitations or turn association into causation.
- Do not present an author opinion as a Center position.
Artificial intelligence
Users remain responsible for verification, attribution, prevention of fabricated findings or quotations, keeping restricted data out of public tools, and not presenting generated text as Center-authored.
Model training
Restricted data, nonpublic text, participant databases, confidential material, and commissioner instruments may not train or improve models without explicit authorization. Public-material use remains subject to terms, rights, technical restrictions, and law.
Text and data mining
Large-scale collection may require permission where it downloads many files, burdens the Website, circumvents controls, redistributes content, is commercial, or includes restricted material. Requests identify purpose, scope, method, duration, outputs, and storage.
Third-party and joint material
The Center cannot grant rights it does not hold. Original permission may be required for photographs, maps, measures, questions, or logos. Joint publications require all attribution and authorized permission.
Commissioned work
Rights may belong to the client, Center, or both and may differ among report, data, and instrument. Publishing a summary does not automatically open the full report or data.
Confidential and internal material
- Unpublished drafts.
- Internal reports and confidential data.
- Client presentations, correspondence, and contracts.
- Files received in error.
- Login-restricted content.
- No redistribution without express permission.
Preliminary, corrected, and withdrawn material
Preliminary material is identified and replaced where final versions appear. The latest corrected version should be used. Withdrawn material should not be relied upon and may be referenced historically only with clear withdrawal status and replacement.
Screenshots and social media
Limited screenshots of public pages, charts, or tables may be used with attribution, no personal or restricted content, and no misleading alteration. Official links, titles, previews, and short excerpts may be shared without creating messages the Center did not issue.
Podcasts, video, and proceedings
Conversion of substantial material into podcasts, video, courses, or animation may require rights review, especially for commercial or translated uses. Published material may be filed in proceedings with version, date, method, and context; the Center does not testify for third-party interpretation without agreement.
Accessibility and archiving
Material may be converted to accessible text, HTML, large print, high contrast, tables, or descriptions while preserving content and source. Libraries may request public preservation copies retaining versions and corrections and excluding restricted files.
When permission is recommended
- Full republication or translation.

- Sale or commercial product.
- Dataset redistribution.

Permission request
Identify requester, organization, material, link, portion, purpose, format, language, audience, distribution, commercial nature, copies or duration, deadline, and context.
Review and decision
Ownership, purpose, participant protection, meaning, commercial use, partner rights, status, misrepresentation, and sensitivity are reviewed. The result may be approval, conditions, partial approval, modification request, referral, no permission needed, or refusal. Silence is not permission.
Conditions and no endorsement
Conditions may cover attribution, links, no modification, review, duration, platform, no logo, no sublicense, final copy, or fee. Permission does not imply endorsement, participation, translation certification, or responsibility for an adaptation.
Reporting infringement
Unauthorized copying, attribution removal, logo misuse, misleading translation, distorted findings, sale, restricted-data redistribution, impersonation, image misuse, or false partnership claims may be reported with original and disputed links, copy, description, and rights relationship.
Rights-holder claims and removal
A rights holder may identify the material, right, location, contact, action, and evidence. Access may be temporarily restricted and outcomes may include attribution correction, replacement, removal, or rejection. Removal is not necessarily a legal admission.
Participant rights take priority
Reuse may be restricted even where rights are owned if it endangers participants, children, communities, sensitive locations, disclosers, or fieldworkers. Permission is not granted where risk is unacceptable.

Official source link
Users should link to the official material page displaying version, methodology, limitations, corrections, and files. A reuploaded copy should not replace the original where available, and removal of a filename from a link does not remove rights.

Chart redesign
Color, type, layout, size, or chart form may change where values, base, categories, and scale remain clear and uncertainty is not hidden or a small difference exaggerated. The Center logo is not placed on the adapted version, and user design and interpretation are identified.
Photographs in sensitive contexts
Moving a person’s photograph from a general report into advertising, political messaging, or material on poverty, illness, or violence may create harm or stigma even where the image is public. The new purpose, consent, rights, and safety require review; broad consent is not assumed.
Modified questionnaires
Where wording, order, reference period, or response options change, the instrument is described as adapted rather than the Center’s original. Findings are not automatically compared with a prior round where the change affects measurement.
Dataset redistribution
Terms may allow derived tables, indicators, or code while prohibiting redistribution of the original file. Other users should be directed to the official dataset page for the current version and terms, and files should not be placed in a public repository without authorization.
Independent analysis statement
This analysis was prepared by the author using data from Palestine Polling Center. Its findings and interpretations do not necessarily represent the position of the Center.
Books and educational platforms
Attribution may be sufficient for a limited excerpt or chart in a lecture or assignment, while a full chapter or report in a textbook or paid platform may require permission. Educational purpose does not remove rights in photographs, measures, or third-party material.
Media use
- Identify the study, fieldwork dates, and population.
- Use the latest version and check corrections.
- Do not describe a poll as a certain prediction.
- Do not omit a question or base that changes understanding.
- Do not use the logo as a media endorsement mark.
Commercial and advertising use
Public findings may be cited in an advisory report with attribution, while sale of the material, inclusion in a paid database, advertising, product incorporation, logo use, or restricted data may require permission. An accurate figure may still be misleading in an advertisement.
Unofficial translation statement
Unofficial translation prepared by the user from the original material published by Palestine Polling Center. In the event of inconsistency, the original text should be consulted.
Material adaptations
- State that material was abridged, translated, or reorganized.
- Identify who prepared the adaptation.
- Identify changes affecting interpretation.
- Do not present the new version as Center-approved.
- Retain the original link, rights, and correction status.
Artificial-intelligence use
Users remain responsible for verification, preventing fabricated figures, quotations, or sources, and keeping restricted data out of public tools. Automated text or graphics are not presented as issued by the Center, and material terms and rights continue to apply regardless of the tool.
Model training
Restricted data, nonpublic text, participant databases, client material, and files under a special agreement may not train or improve a model without explicit authorization. Public-material use remains subject to Website and material terms, intellectual property, law, and any express reservation of rights.
Automated-mining request

Joint material
All organizations in a joint report are credited and the rights notice reviewed; the Center may not be able to grant permission alone. A partner logo is not removed from an original copy where rights require it, and authorization by one party does not waive another’s rights.
Rights in commissioned research
Rights may differ among the report, data, instrument, code, and visual material. A commissioner may own or control report publication while the Center retains an instrument or general know-how, or rights may be joint or embargoed. The agreement defines each output.
Preliminary and corrected copies
Material status and date are identified and the latest version used. A superseded file is not presented as current after a material correction, and derived analysis may require update. A withdrawn version is retained only for historical use with a clear notice.

- Credit source and date where relevant.

Official and legal proceedings
Published material may be submitted as a reference with version, date, methodology, and status preserved. This does not mean the Center testifies to or joins a third party’s interpretation unless separately agreed.
Archiving
Libraries and archives may preserve public material with source, version, and correction information. Restricted files or withdrawn material are not made available without notice, and the official source should be linked or metadata updated.

Decision and conditions
The decision may approve, conditionally approve, limit to a portion, request change, refer to another rights holder, state permission is unnecessary, or refuse. Silence is not permission. Conditions may include prepublication review, no modification, no logo, duration, platform, final-copy submission, or a fee.
Rights-holder notice
A rights holder identifies the material, right, location, contact, requested action, appropriate evidence, and a statement of accuracy. Content may be temporarily restricted during review, and the author or partner may be heard before a decision where appropriate.
Removal and challenge
Attribution may be corrected or content replaced, restricted, or removed. Removal is not automatically a legal admission. The contributor may provide ownership, license, permission, explanation, an amended copy, and a request for review.
