Agreement and scope
These Terms govern Website pages, information, research, data, forms, files, and digital services. Access or use constitutes agreement to applicable terms. A person acting for an organization represents that they have appropriate authority.

Specific terms

Nature of the Website
The Website describes the Center, services, methodology, research, data, commissioning, and contact channels. Describing a service does not require acceptance or delivery in every place or time.
Not individual advice
Material is general research and institutional information, not legal, financial, medical, or investment advice, a binding official decision, or a guarantee of political, electoral, commercial, or program outcomes.
Research findings
Findings are interpreted according to population, sample, period, scope, collection mode, wording, and limitations. They are not automatically the view of all Palestinians, permanent truth, causal evidence, endorsement, or guarantee.
Accuracy, dates, and versions
The Center seeks accuracy and currency, but content may be historical, preliminary, unintentionally erroneous, or different among formats. Users should check publication and fieldwork dates, version, and status. Archive presence does not mean current relevance.
Preliminary material
Material marked preliminary, draft, or under review is not final. Users must verify status before citation or reuse.
Limited license
Unless different conditions apply, users receive a limited, nonexclusive, revocable license to read and download public material, retain a lawful copy, quote limited portions, share links, and use information in research, education, or media with attribution. Ownership is not transferred.
Permitted use and attribution

- Identify corrections and withdrawal.
- Do not imply Center approval of third-party analysis.

Quotation, tables, and charts
Limited quotation is permitted without altering meaning or removing context. Substantial or full republication may require permission. Tables and charts require attribution, retained notes, axes, period, and disclosed modification; the logo must not imply partnership.
Data use
- Follow file terms, access level, and agreements.
- Do not identify or contact participants.
- Do not share restricted files with unauthorized people.
- Do not use data for targeting, punishment, or harm.
- Do not upload to unapproved public tools.
- Do not present user analysis as Center-approved.
Public and restricted data
Open data still require attribution, responsible use, and no reidentification. Restricted access may require application, purpose, verification, agreement, secure environment, duration, and deletion. The Center may approve, refuse, or limit access according to rights, risk, and resources.
Accounts
Where accounts exist, users provide accurate information, protect credentials, avoid sharing, report compromise, and use the account only as authorized. Access may be suspended for breach, reidentification attempts, restricted-data sharing, or harmful automation.
Forms and submissions
Users represent that information is accurate, attachments may lawfully be sent, unnecessary personal data are excluded, and the submission is lawful and nonimpersonating. Form submission does not create acceptance or a contract.
Research and data requests
A research request is not assignment acceptance, a final proposal, capacity reservation, or financial agreement. A data request does not guarantee approval, every variable, fee-free preparation, or redistribution rights.
Complaints
Complaint channels are used in good faith. They may not be used for allegations known to be false, threats, extortion, personal-data exposure, or pressure to alter valid findings. A complaint is not malicious merely because it is unsubstantiated where reasonably believed.
User material
Users retain ownership of submissions and permit necessary processing to understand, answer, verify, review complaints, prepare proposals, and maintain records. Sending confidential material does not authorize publication. Users must have rights to documents, data, images, and text they submit.
Ideas and suggestions
Submitting an idea does not require implementation, payment, confidentiality, or exclusive rights. Confidential commercial ideas should be protected by agreement before disclosure.
Intellectual property
Website and Content rights belong to the Center or licensed rights holders and may cover text, identity, logo, design, instruments, questionnaires, tables, data, software, and training material. Use beyond the applicable license is prohibited.
Name and logo

- Do not apply the logo to unreviewed reports or analysis.
- Do not use the name to support products, candidates, or campaigns.
- Institutional or promotional use requires written permission.
Links
Links to the Website are permitted where not misleading, framed to obscure source, or associated with unlawful content. External links are for reference or service and do not imply endorsement; external terms and policies apply.
Third-party services
The Website may use hosting, analytics, forms, meetings, maps, storage, email, accounts, and future payment tools. Provider terms and policies may apply.
Automated access and indexing
Automation may not disrupt service, evade controls, collect personal information, copy at scale, or access restricted material. Search engines may index public pages according to technical instructions, not accounts or restricted pages.
Prohibited uses
- Unlawful activity, fraud, or impersonation.
- Threats, harassment, discrimination, or exploitation.

Security reporting
Users may not test vulnerabilities, access other accounts, use stolen credentials, intercept communication, or introduce malicious code. Good-faith reporting through an approved channel should avoid exploitation or premature disclosure.
Availability and changes
The Center does not guarantee uninterrupted access, compatibility with every device, or permanence of every link or service. Design, services, forms, access levels, and providers may change. Users should retain copies of important messages and files.
Children
General forms are not designed to collect children’s information except through a specifically safeguarded service. A child should not submit address, identification, health data, sensitive images, family details, or disclosures creating risk.
Privacy and cookies
Collection is governed by the Website Privacy Notice and service notices. Necessary technologies may operate the Website, save language, secure forms, and manage sessions; a separate Cookie Notice explains categories and choices.
Contributor content
Material from users, partners, or external contributors may be published. Publication does not adopt every opinion or verify every claim, and noncompliant material may be reviewed, rejected, or removed.
Warranty and liability
To the extent permitted by law, the Website is provided without absolute warranty of fitness, complete accuracy, uninterrupted operation, error-free content, or universal compatibility. The Center is not responsible for indirect loss from inappropriate reliance, outdated versions, ignored limitations, improper data use, or external services. Liability that cannot legally be excluded remains unaffected.
Responsibility for breach
To the extent permitted by law, users may be responsible for damage or claims arising from breach, third-party rights violations, unlawful content, data misuse, Center impersonation, or service interference.
Suspension and termination
Access may be restricted for breach, security risk, participant-rights violation, data misuse, harmful automation, or competent request. Intellectual-property, confidentiality, nonreidentification, deletion, and attribution obligations may continue after termination.
Changes to Terms
Terms may change because of services, law, or risk. The latest-update date is displayed and renewed acceptance may be required for restricted services.
Governing law and jurisdiction
Dispute resolution and language
Users may first contact the Center to clarify, correct, stop unauthorized use, or address account or data disputes without limiting legal rights. Arabic and English versions are available; the controlling or equally authoritative version must be approved later.
Severability and no waiver
An invalid provision does not invalidate the remainder and is interpreted near its lawful purpose. Nonenforcement in one instance is not permanent waiver. These Terms and linked policies govern Website use but do not replace separate contracts.

Read methodology before use
A finding must be interpreted through its population, sample, dates, collection mode, question wording, and limitations. A percentage should not be separated from its base, and a poll should not be described as a certain prediction or causal evidence where the design is descriptive.
General citation format

Reusing tables and charts
- Credit the source, title, and period.
- Retain necessary methodological notes.
- Do not alter axes or categories misleadingly.
- State that a chart was redesigned where it is not the original version.
- Do not place the Center logo on an adapted design without permission.
Open data
Some files may be released under open or semi-open terms. Users must review codebooks, apply weights and sample design correctly, respect limitations, prevent reidentification, and report errors or risks. “Open” does not remove attribution or responsible-use obligations.
Restricted data access procedure
- Submit a request and clear purpose.
- Verify identity or organization where needed.
- Sign an agreement and define users and duration.
- Use appropriate storage and transfer.
- Do not redistribute or contact participants.
- Delete or return data when authorization ends.
Account security
Where accounts are provided, users protect passwords, avoid sharing, report suspected compromise, and maintain current contact information. Sessions or permissions may be terminated or reverified to protect accounts and data.
Account or access suspension
Access may be suspended where false registration information, restricted-file sharing, reidentification attempts, harmful automation, or breach of a data agreement is suspected. Suspension may be temporary during review and action depends on risk, law, and agreement.
Form-user representations
- Information is accurate to the best of the user’s knowledge.
- The user has a right to submit attachments.
- Unnecessary personal information is not included.
- The user is not impersonating a person or organization.
- The form is not used for threats, automated abuse, or unlawful content.
Submission does not create a contract
A research, data, or meeting request is not acceptance, a final offer, a capacity reservation, or a time or financial commitment. A contractual relationship exists only through an approved written agreement.
Limits of data requests
A request does not guarantee availability, approval, every variable, fee-free preparation, a defined processing time, or redistribution rights. Additional information, alternative tables, or refusal may result from rights, risk, or resource constraints.
Ownership of user material
Users retain rights in messages, documents, and files they submit while permitting the Center to process them to understand, respond, verify, review, prepare a proposal, prevent abuse, and maintain an appropriate record. Submission does not authorize public release of confidential material.
User responsibility for attachment rights
The sender is responsible for having authority to submit documents, data, images, text, instruments, and third-party information. Material should not infringe intellectual-property, confidentiality, privacy, or data-protection rights.
Detailed automated-access rules

- Do not copy the Website at scale for republication.
- Respect indexing instructions and material terms.

Public pages may be indexed according to technical instructions. This does not include accounts, restricted pages, internal search results, temporary file links, application-only materials, or pages marked against indexing.
Backups and user responsibility
Users should retain copies of messages, files, confirmations, and downloaded data. The Website is not permanent storage for user drafts or files, and sessions or temporary files may be removed during maintenance or expiry.
Embedded content
