Complaints, Concerns and Feedback

A channel designed to receive complaints or questions concerning participation, conduct, privacy, integrity, or use of the Center’s name as safely as practicable.

What may be submitted?

  • Complaint about researcher, staff, or contractor conduct.
  • Question about study, consent, or withdrawal.
  • Report of pressure, deception, or mistreatment.
  • Privacy or data exposure issue.
  • Risk involving a child or at-risk person.
  • Interference in findings or conflict of interest.
  • Fabrication, manipulation, or retaliation.
  • Impersonation, false vacancy, or false study.
  • General feedback supporting improvement.

Principles

  • Good-faith treatment; a complaint is not malicious merely because it is unsubstantiated.
  • Restrict identity to those who need it.
  • Prohibit retaliation or pressure.
  • Provide procedural fairness to affected people.
  • Prioritize safety and privacy.
  • Document decisions and action.

Anonymous complaints

A report may be submitted without a name. This may limit clarification or outcome communication but does not prevent review where sufficient information is provided. Do not use an email or device that creates risk.

Confidentiality and limits

Information is restricted where possible, but limited disclosure may be required for fair review, safeguarding, or legal obligation. Absolute confidentiality is not promised where it cannot be guaranteed.

Review process

  1. Register and assess immediate risk.
  2. Define scope, authority, and missing information.
  3. Preserve material and restrict access.
  4. Review records and hear relevant parties where needed.
  5. Assess facts and standards.
  6. Decide and take proportionate action.
  7. Communicate appropriately to the complainant.
  8. Monitor retaliation and improvement.

Possible action

  • Clarification, apology, or correction.
  • Stop contact or delete information where appropriate.
  • Retraining or procedure change.
  • Publication correction or file restriction.
  • Researcher, assignment, or channel suspension.
  • Independent review or competent referral.
  • No action where evidence does not support the claim, with reasons documented.

Misuse of the channel

  • Threats or extortion.
  • Allegations known by the sender to be false.
  • Pressure to change a valid finding.
  • Unnecessary personal-data publication.
  • Malware or automated spam.

Form

Where there is an immediate threat to life or safety, contact the competent local service; this is not an emergency channel. The form does not transmit in this release until securely activated.

Suggested receipt

Your message has been received. Immediate safety or privacy risk will be assessed first. Receipt does not establish the allegation or constitute a final decision.

Who may submit?

  • Participant, parent, guardian, or authorized representative.
  • Employee, researcher, or contractor.
  • Client, partner, or vendor.
  • Member of the public or media organization.
  • Person affected by use of the Center’s name or a publication.

Sensitive and urgent matters

Where a report involves immediate risk, a child, violence, retaliation, or data exposure, it should be marked urgent without sending excessive identifying detail. The channel is not an emergency service but prioritizes matters connected with Center activities.

Procedural fairness

  • Inform the subject of an allegation of its nature where safe and appropriate.
  • Provide a reasonable opportunity to respond.
  • Separate review from conflicts of interest.
  • Rely on examinable information rather than reputation or pressure.
  • Protect reporter identity as far as review permits.
  • Document outcome, action, and reasons.

Protection from retaliation

A person must not be punished or denied a service, opportunity, or contractual relationship for a good-faith complaint or participation in review. Retaliation or threats of retaliation are treated as a separate concern that may require urgent action.

Possible outcomes

  • Clarification or answer.
  • Correction or apology.
  • Retraining or procedural change.
  • Access restriction or reassignment.
  • Participant follow-up or appropriate support within capacity.
  • Correction or withdrawal of material.
  • Referral to a competent body or contractual or legal process.
  • Closure where there is insufficient basis.

Information supporting review

  • Project, researcher, or page name.
  • Date, location, or contact channel.
  • Description of events and persons present.
  • Harm, risk, or affected right.
  • Relevant message, file, or screenshot.
  • Requested action where the complainant has a proposal.

Timing and updates

Timing depends on complexity, risk, evidence preservation, and contact with other parties. No fixed period is promised before capacity is approved, but receipt and an appropriate update should be provided where review is prolonged and contact information is available.

Review of decision

Internal review may be requested where new evidence, conflict, or procedural failure is identified. Review does not automatically repeat the full investigation and should involve someone other than the initial decision-maker where possible.

Privacy and retention

Complaint information is restricted to those needing it for review and action. Records may be retained to demonstrate handling, prevent recurrence, or respond to a claim, while unnecessary information is removed or separated.
