When is permission recommended?
- Republish a complete report or article.
- Translate a complete work.
- Use the Center logo.
- Sell material or place it in a paid product.
- Redistribute a dataset.
- Materially adapt or convert into a course or video.
- Use an identifiable person’s image.
- Use joint-rights or unclear-ownership material.
- Use a complete research instrument.
What ordinarily does not require permission?
Sharing an official link, limited quotation with attribution, referring to a finding, and recreating a chart from published data under applicable terms, unless the material carries different conditions.
Decision and conditions
The outcome may be approval, conditional approval, referral to another rights holder, confirmation that permission is unnecessary, or refusal. Silence is not permission. Conditions may cover attribution, original links, modification, duration, platform, and logo restrictions.

Permission to use material does not mean the Center endorses the user, product, translation, or analysis and does not make an adapted version Center-issued.
Information required for a decision
- Material, official link, and version.
- Portion requested.
- Purpose, audience, language, and platform.
- Whether the use is commercial or paid.
- Proposed adaptation, translation, or design.
- Duration or number of copies.
- Attribution and name or logo use.
Third-party rights
The Center may not be able to authorize a photograph, map, measure, question, or jointly owned material. Where known, it identifies the relevant rights holder. Permission for one part does not authorize every component.
Use before a decision
Silence is not permission. A use requiring authorization should not be published, printed, or launched before written approval and conditions are received.
